    Archive listings now show link targets and local times

    What was broken
    The verbose archive listing printed times in UTC, showed a hard link as an empty file, and left out where links point. GNU tar shows local time and the link targets.
    What I changed
    Listings now use the local time zone, mark hard links, and print the target of every link the way GNU tar does.
    Why it matters
    People reading a listing see the same thing they would with GNU tar.
